A Strange Change in Character From the Washroom

The same man keeps reoccurring in the washroom where residents go to do their laundry. He has visible twitches and possible learning difficulties, but doesn't say much. One time after a few run-ins he took his teddie out of the machine and held it up like Mr. Bean saying "Hello" The next day when she returned her clothes had been removed from the washer by someone who then threw them down the dryer's back.
