Meteorologists saw that the rain was coming, various government committees alerted local media and sent messages to mobile phones. But a subsequent analysis by an international research group identified a number of problems running right through the system. A broken radar prevented precise predictions of just how much rain was coming. And when the alert went out, not everyone got it. Thankfully, no one died but as Nicholas says, it was a close run thing.
