The prohibition of alcohol in the 20s created an entirely new, extraordinarily violent criminal class unlike anything the modern world had ever seen. The problem is that not only were there more people being arrested, but that the people being arrested were more violent and more likely to attempt escape. To deal with them, the government created the FBI and the Bureau of Prisons.
