Nipple piercing was popular among Victorian upper class women as it was believed to suppress sexual desire and prevent pregnancy if the former function failed. Having like your nipples or your genitals pierced requires impeccable hygiene, right? You could take a bath every single day. It really wasn't practical for the lower socioeconomic classes. So it became a way of distinguishing and displaying their wealth.
