Max Salvadori another nobleman Anglo-Italian actually nobleman was sent to Milan to liaison the Liberation Committee. In effect the Liberation Committee were basically the power in the land until the allies arrived and of course that power included judicial decision. Bill Pickering was gently considered said no I don't think he would because he wasn't that sort of fella but he said equally with all the earth it's rather difficult to go back in time and decide.
