Paul made plans and aspired for the best ways to discharge his apostolic task. When he was stopped from preaching in asia, he went to phrygia and galatia instead. And even his plans to go to spain that he told timothy about in first timothy three, probably never materialized. Like my point is that he was making plans, but they weren't coming about like how he planned.
