Several populations within anatolia, or situated along its borders, had been re sting hittite rule. Andi mention another aspect of hittite campaigning and warfare that were called deputy populations. They are taken from areas the the hittites conquered and then resettled on the central anatolean plateau,. often close to where the casca border was. i think this created, also, disfranchise, a population that was either outright hostile to hittite interest and culture, or was entirely disinterested in it. We see very little of the culture of the hittite that is we associate with theHittite state today.
