The Wolves - The Secret Police Force
The shinsen goomi were a secret police force in Japan. They wore distinctive uniforms and had very strict rules to follow. Unlike law enforcement, the wolves were answerable only to themselves. There was no living to fight another day; if you get pinned down, you either kill your opponent or you die in the process.
