The Tora Is Punishing Someone Even if They Don't Know if They're Atually Guilty
Rashi quotes some of the lessons of this idea from the various sages. In t e case of a doubt, a separate sacrifice is only brought in a case where they are not sure if they are indeed guilty. If they find out at a later date that they were indeed guilty, then they would have to bring a separate sacrifice,. One that atones for a case of total guilt, when there is no doubt about it.
