Concrete Tunnel Under the Hudson River

The new york commission had asked for designed submissions, and they got 11 different osals. A seemingly winning proposal came from major general george gothels. He drew up this plan for an enormous, forty two foot diameter tunnel that was made of a sort of concrete blockobas cheaper than using cast iron. It was so big that it included two levels, each level with three lanes of traffic in one direction. So six lanes of traffic on two levels inside one giant tube. This doesn't sound workable.
