Mass incarceration is a nea liber project. It started under under nixon and under carter. When regan takes office, the american prison population is about 329 thousand. When he leaves office, he has basically doubled it to 627 thousand. We have now more than doubled it again. And this is one of the things that drives politics in in rural regions in the us.
