Inflation Rates in the Eurozone in 2017 and 2018
Despite the European Central Bank bringing rates from 0 to 2.5, they still have 8.5% inflation. Inflation in the Eurozone as measured by their consumer price index was 1.54% in 2017. It was 1.74% in 2018 and 1.21% in 2019. All three of those years are close to but below 2%. After all, you can't really get much closer without risking going over.
