What's the Point of a Drive-by Valuation?
In 1991, the government had to come up with a new system of council tax. It was done by what is now known as drive by valuation. Two people sitting in car and one in state agent would tell them how big houses were. They walked down streets in second gear going, going, band-a, band-b, band-c. And that is how properties were valued - it was a short-term stopgap. So we still now have our council tax-banding system based on the second gear valuations from 1991. That's mad. Up to 400,000 homes are estimated to be in the wrong band. Now some of them will be in two lower bands
