The Accident of a Sightseeing Flight
Neither the passengers nor the crew were expecting the collision and all received fatal injuries on impact with the ice. The pilot probably assumed he would be able to see any obstructions clearly, you know, with a 2000 foot cloud base and 40 miles of visibility below the clouds. So it's not likely the potential white out hazard indicated by the report of horizon and surface definition was appreciated by the crew. It is emphasized that the absence of snow showers and visibility in excess of 20 kilometers would not preclude the possibility of white out conditions occurring.
