i think it's a pretty seariing indictment of just where the prioritys are, anda really great indication of the lack of progress that's likely to be made on what is actually supposed to be substantive here. M in places where they were able to pass these c r t bands, as we've highlighted before, they hadn't been able to pass any sort of actual school choice reform.
