CNN's John Defterios takes us back to the Clinton administration and how it got co-opted. He says President Clinton led by his history of defense, Les Aspen decided now is the time to look at these policies again in great detail. Unfortunately, he actually passed away. Those who were implementing it felt that others in the Pentagon, who were the traditional nuclear warriors, didn't like what they saw.
