Between Edelman's arrest and Papakristo's 20 years later, literally millions of people shared their vagrancy fates. They were arrested for loitering the Reverend Fred Shuttlesworth during a Birmingham department store boycott in 1962. Police turned to vagrancy when they could not get to Lane Law student Stephen Wainwright to cooperate with a murder investigation in New Orleans' French Quarter in 1964.
