Norton I, Emperor of the United States of America

In January 1860, the emperor issued a new decree. The public were very enthusiastic about their new emperor but elected officials felt threatened by him even on the west coast. Unfortunately, Winfield Scott, the commanding general of the US army, also preferred to ignore the emperor's decree. And so, there was a general attitude of insubordination on the east coast.
