The west has had several months to rally allies and partners in europe. A lot of countries were just caught completely off guard when russia first invaded the crimean peninsula back in 20 14. There's always been a military base here, but it is massively expanded in the last few weeks. From the satellite imagery, there are more than 500 military vehicles currently based.
