The Politics of Border Security

Congress typically has to appropriate money for anything, the executive wants to do. But there's an assumption in post-9-11 budgeting that you give customs and border protection more money. There's likely going to be a fight if the Trump administration continues to insist on these billions of dollar outlays for wall construction without kind of specifying what they want that wall to be used for.
