When the seat belts were first introduced, there were some very high powered advertising campaigns to try to motivate people to use them. And they didn't work. So i wrote anoped piece saying that only new laws will produce a seat belt use. People started to wear seat belt because it was a law, and then it became kind of anorm so now we have relatively high seat belt usage.
