Are We Building on Someone Else's Foundation?

In romans 19 thrt 21, Paul says he wants to preach the gospel in places where it hasn't been preached yet. He is not saying therefore nobody should plant churches or pastor churches where there are already churches. And so there is part of paul's miseological journey that he is count of stating here as, i think, a unique part of his vocation which is more of the pioneering aspect of apostolic missions.
