In the ideal world you definitely would have some sort of global standards. There is an initiative in the United Nations to ban autonomous weapons. But it hasn't gotten a lot of traction for the simple reason that the most important countries involved with this, which are the U.S., Russia, and China,. So yes, I think we should strive for that, but it probably will have to start at the national level.
