In Islamic Spain, to try and keep the population united against what they saw as a foreign threat, they adopted the Maliki school of jurisprudence as law. The desire to impose one interpretation of a society ironically, it was in Europe. And for the same reasons, the Ottomans feeling the loss of their empire, which you can even see today with the decline of the American Empire globally. This happens when empires are declining. They try and hold on to power. So the Ottoman caliphate, which is the last example of a legitimate Islamic caliphate on the planet, had a legally pluralistic system.
