Is the Staky Modul a Consumer Chain or a Governance Token?

We did some research into what's the easiest way to separate the governance module from the staky module, because they're quite intertwined. We built this government system so that it would ort, it would support staking and validation. But like, there's actually really interesting features for it purely at a governance level. And then you don't get paid directly for how many people are constituents in yet jurisdiction. It just as is a whole new design space that's kind of interesting, fascinating.
