The stickiness of tradition is not limited to just what happens in big companies. That's metastasized into rules, regulations and even the way the company funds its cash flow with bimonthly deductions from your payroll. You really see that unfold in academia with all of these different independent fiefdoms that are all trying to optimize whatever it is they want to do or justify their existence. And there's no actual control over it because it's not the culture of academia. The universities could be Citadel's a concentration that students come out of and have that skill as well.
