Last week, China reported the deaths of three people in Beijing. The first fatalities from COVID-19 in half a year. Now, Beijing and several other provinces are experiencing a surge in cases. Local governments now found themselves with a problem. Should they tighten COVID control measures to quickly put a stop to the rise of cases?
