Theodosius I: A General of Spanish Origin

Theodosius I was not a very competent emperor. He was mostly interested in civil wars and he waged two civil wars against Western rivals, Magnus Maximus and later Eugenius. Theodosius is also the first ruler of the 4th century to settle more or less permanently in Constantinople. But there were other emperors far more competent at the basic business of government and war who didn't make the list.
