Introduction

Fukushima Akiko is a senior fellow at the Tokyo Foundation for Policy Research. She has served on several Japanese government committees including the Prime Minister's advisory panel on national security and defense capabilities. Dr Fukushima: Japan aspired to be recognized as a legitimate citizen of international community after World War II. A membership in the United Nations was perceived as a vehicle for Japan's re-admission into the international community.
