Is Service Guaranteed Citizenship a Dead Bug?

I'm not entirely opposed to the idea that being able to govern that you have to participate or perform some form of public service. You can vote, but if you're not a vote, why would you be voting on whatever else is doing? So I think that's interesting because right now one of the problems we have is that Democrats absolutely rely on stupid people and exploiting stupid people. Republicans for a while did too, the uni party was one big machine that exploited the stupidity of the entire country.
