Necro can have mechatol recs, your home system and someone else's home system. They're like so good at scoring this objective that basically like nobody can get except for Joel Naur. It really just comes out of that. In Hunter's game, he had a four planet swing into getting six planets of the same trait as Necro. That's how solidly they are ahead when it comes to the economy of the game.
