In reference to the Roman Empire, I said charisma is a vulnerable thing and it's easily lost. If your legitimacy depends on having charisma, it tends to make people worried about losing it. And so if the bad emperor problem is a worry, gradually over time, a charismatic state will tend to produce bad emperors because it will tend to get rid of the people who are most able. It's kind of an expansion of your bad emperor problem, but it's more of a kind of sick party problem.
