The Civil Rights Act of 1866 Is a Big Turn in American History

The civil rights act of 18 66 is a huge turn in us. It's the first effort to operationalize the 13 amendment, to codify what it means to be free of slavery. Everybody was drawn into the congressional debate over this new law. There was a sharp distinction in people's minds between civil rights and political rights. You can be a citizen and not have political rights. After all, women were citizens and they couldn't vote.
