The Promises of the Lord in Second Chronicles, Chapter 32
Rachel had died in giving birth, and zion would also have to die in giving birth. But they would be brought up from that grave as the lord would redeem them from their captivity. Chapter ends with an image of many nations coming up against zion. Likely this is an image of assyria and its tributaries gathering together against jerusalem in seven o one b c. As joanna hoit observes, the gloating of the nations here very much tallies with the way that the assyrians and their allies under senecerib are described in second chronicles, chapter 32.
