There are two ways to withdraw. You can do a skim withdraw, which just withdraws everything above 32 ETH. A large supply of the withdrawn ETH in the queue is people just withdrawing their rewards,. That's a skim withdrawal. People call it a partial withdrawal as well. And that's because fewer validators staking APY goes up.
