Aquinas's God of All Comfort
Aquinas thinks that any evil that actually happens in the world is permitted by God. But of course we can imagine other evils that could have happened. So he doesn't, he's not thinking of prevention as you know, God like directly intervening in reality. You know, there could have been a person who would have done, you know, evil acts but God, didn't create him in the first place or God. Somehow orders the world so that I leave my hat, I forget something and leave my house a little bit later and so don't end up at the intersection at the time a car was running the stoplight.
