In May of 1858, John Brown and 35 of his followers convened in Chatham, Canada, to host a constitutional convention. The 48 articles that followed were less concerned with rights than with the command structure of Brown's highly militarized state. Only two congressmen were appointed and the cabinet was filled by Iowa recruits.
