China's Military Modernization Is Aimed at the United States
China's expenditure is aimed at maintaining its and achieving military dominance in the region. The United States, which obviously sees itself as a defender of the global commons, has major air and naval power that it projects into the region. While China is interested in what smaller countries are doing in terms of defence, it's interested obviously in middle ranking players like Japan, and India, and so on. And if you like, there is a sort of signature weapon here, a very long range ballistic missile that the Chinese have - intended to target American aircraft carriers.
