Politicians are rational people responding to incentives, he says. If there is a low probability event which has a relatively high and visible cost of prevention, politicians will always avoid preventing it. Governments can't address every single problem, ok? There's limited resources. So they have to choose. And i think that you know, nine 11 taught that governments were not under-prepared for terrorism or herdsprat over the years. That's an indicator of how serious a classifies threats.
