What Is Haggai Dealing With?

Haggai is prophesying in the year 520 BC. The Persians took over around 538, now the area of Judah and Jerusalem is a Persian province. And so the political autonomy that the Jews would have known before captivity is essentially gone. He's calling the people to not be like their unfaithful ancestors.
