How to Make Human Driving More Dangerous Than It Is to Day

If i wanted to reverse things, what if i wanted to take only human driven cars and say, ok, how do i make human driving much more dangerous than it is to day? You know, i can't really do it. I'd have to encourage weird legislation to allow five year olds to drive. And ultimately, again, kind of going back to peltsman effect, people who are in the cars, if they are really seeking danger, they're gong to remove themselves from the driving population.
