Russians and russian empire in t e nineteenth century, they understood quite clearly that language identity is important. They were trying to appropriate people coming from heving kenebeg baground but who switched to russian language n at one point of their careers. So almost half of the century, ucranian language was baned in the russian empire. The soviet union, the situation was visibly better because eucranianlanguage was allowed. But there was this politics, long, long policy of what ukranian scholars are calling linguacite - when the two languages were artificially brought closer to each other.
