How Our Brains Interpret Silence

One of the questions that has not fully been answered and is quite difficult to test for is how our brains interpret silence. Do we fail to hear sound or do we successfully perceive silence? Is it just that things are not being stimulated at all? And so, you know, we process it as silence. Or is that things are being stimulated, even though your ears are not receiving information, but you have stimulation in your brain and then you're interpreting that.
