Trump's Resistance to Foreign Occupation

Trump found it very difficult to get a handle on the bureaucracy. He didn't have a bench of people to a typical way in which American administrations work. Trump was the ultimate outsider running against not just the Democratic consensus, as say, you know, a president Romney would have done but running against the Republican consensus as well.
