Nia Zov's Motivation for Writing the Runama

Nia Zov required anyone entering a Moscow or a church to kiss a copy of the runama before going into worship. In a different New Yorker article by Macy Halford, I found one possible explanation of Nia Zov's motivation in writing the runama. He couldn't read or write Turkmen or Russian properly. People who have disabilities, for example, illiteracy, want to be seen as geniuses. That's probably what got him started. It's definitely most dictators are compensating for things, right?
