The Biden administration does want to lift Title 42, which allows officials to turn migrants away in the name of COVID-19 precautions. Since it went into effect two years ago, there have been over a million migrant expulsions.

Texas and Arizona's governors are giving migrants bus tickets to the capital. The mayor of Washington, DC, says it’s causing a humanitarian crisis in the city — and that the White House isn’t helping.
