Twitter allows you to test ideas much faster and at scale. The only way that I know how to do high quality is through quantity. It's through collecting and then digesting and filtering. If you keep on tweeting things that make no sense, you're also going to get feedback that makes no sense. So it would be any other place where you can very quickly share your thoughts and very quickly get feedback.
