The Promises of Legalization Aren't There

Charles Garcia: How do you think that legalization has actually played out thus far in the states that have legalized? He says there's been a reduction for arrests. But there's been an increase in arrests for other things like DUI related to marijuana, he says. Garcia: The illegal market in most of the big market states like California is booming. And I also think that states have done a very poor job of regulating it.
