What Is the Difference Between Intention and Cause?

Wittgenstein characterizes intention as always answering the question of why. She thinks that accusations that Wittgenstein was a behaviorist or a verificationist are unfounded. And towards the end of this, she seems to acknowledge that the distinction might be really a how question.
