What Is a Misinformation?

Last week, PayPal sent out an updated user agreement policy. It prohibits the sending, posting, or publication of any messages that present a risk to user safety or wellbeing and contain quote unquote misinformation. If you violate the policy, PayPal can deduct $2,500 from the offender's account. The good news is based on pushback from the public, PayPal did backtrack. But are we sure about that?
